Appears on credit card statement as 888 613 1485 CAR REPORT Ambigious wording on website and automatic membership with monthly charges

I used the website to purchase a single vehicle report at $2.95. This seemed a reasonable price. After the purchase, the website has charged me $29.95 on two occassions. There was no intimation of a membership that would be forced on me. There is a link on the payment page which leads to a page which says that "by purchasing, you agree to the terms of membership on the website"; however, this was not shown on the webpage where the payment was made. The payment portal just says that "if satisfied", the customer can upgrade to membership.

This whole affair reeks of fraud. I'd request this company to be tracked down and tried for online credit card fraud.
