Unauthorized removal/theft of vehicle w/out warning to owne

On February 26 at 10 am my brother's vehicle was illegally towed from Tijuana Flats as he sat in Starbucks enjoying the day in St Petersburg Florida. He was here to visit me, from out of town. He did not know the rules and did not see a sign that stated any type of towing incurs when one parks innocently at Tijuana Flats.

Nobody gave him a fair warning, he did not see it be towed as he was busy doing work on his computer. He is an American citizen, he follows rules, he was not happy this happened, I am very upset, it ruined our visit, he had to walk all the way to 1600 3rd St S top see about it, they charge too much, th eBBB and police will be called on Tijuana Flats and Skyways towing next.
