I returned a deffective PCM for my jeep, I requested a refund, I paid $199.00 for it and they will only give me $139.00 back, stating that there is a restocking fee. So they restock deffective parts?

I returned a PCM that I ordered for my jeep, with a request for a refund. I paid $199.00 for it, they will only give me back $139.00, stating that there is a restocking fee. So they restock deffective parts? They charged me $60.00 dollars to do it. Counting shipping they ripped me off over $100.00. Plus the head ache it caused.
