Ripoff lied about cost then kept my car now 8 months later get letter from MVD that its in storage with 4000 fees

I had been told "free" diagnostics then told it would cost 350.00 to even check it out, but next thing you know it is over 1000.00 in fees. They inform me they are keeping my car if i do not pay, 8 months later letter from MVD that a storage place has it with 4000.00 storage fees.
