Kept the summer tires that were sold with Toyota 4Runner

I purchased a Toyota 4Runner from Sunrise Toyota. I purchased new tires and had the dealership install the tires. I asked them to keep the old tires. When I picked up the Toyota 4Runner from the dealership the old tires were gone and they said they would not replace them or give me any money for compensation. I contacted the BBB and they kept changing there story to them. I have never been treated like this from anyone.
