Billed for product did not received

Was billed for a 55 woman barrel of prem tractor gas, back i august of the year and didn't receive it. However they wanted cost. And so i taken care of it. Called many times about this and didn't obtain a reaction, on where it was shipped. Simply because they didn't know. Mine plan isn't any signature no cost. So we paid for a barrel and dropped $ 591.88 today actually we're a township and elope of taxpayers money. What must i do today?
