Still waiting for refund after 60 days, no response to phone calls

Signet offers a 100% refund of a service contract (extended warranty) if the contract is not used during the term. The fine print says that you can only submit a request for a refund in a 30 day window after the term expires, which is a pretty small window after waiting 5 years. After requesting the refund, they reply with a request for a long list of documentation to prove that you still own the car and that you actually bought the contract. These requirements are not specified in the original contract and seem intended to trip up people so that their refund is denied. I met the window and all the documentation requirements. It is now 60 days since they received all my documentation (sent certified with return receipt) and I am still waiting for a refund. I was able to speak to a human after about 30 days and was told that I had submitted all the necessary paperwork, but it would take several more weeks for approval. I was told to call back mid-December. I have left two messages with my cell phone number, but still no response. They are getting a $1150 interest-free loan from me and I want my money now.
