Motorcycle that can, t titled in ILL

I am from Il and bought a Kikker 5150 kit that came from Ca. I have since then found out that this bike can not be titled in the State of Il. The State of Il has found this bike unsafe for the road.

The reason that it is unsafe is that the frame is to small for the road. And the manufacture has not been EPA approved.

I would like to know if they is other people in Il that has bought this bike. I am out 2375.00 dollars.
