Faulty passlock system

I've an issue with my 2000 Chevy Impala, the dealer recently billed me $812.00 to displace tube and ignition switch and I’m unsure they completed the job since I didn't get a new recoded key. Additionally was billed for changing a defective passlock component but no component was checklist on statement as purchase. I don’t understand what to complete about that garbage
