Autoaccessory4u Ordered item, never shipped, paid by paypal, filed claim, paypal cant recover funds

Placed order and paid by paypal, they never shipped item and i was forced to file claim with paypal and they ruled in my favor but paypal was unable to recover funds. Progressive has since shut down there autoaccessory4u.com web site and Ive been unable to contact progressive auto, so i guess my money is gone along with everybody elses. Why doesnt law enforcement go after people like this?
