No registration and title for paid in full car. Luzerne

I purchased a vehicle in july. I have recieved 3 temporary registrations as of 3/19. The last temp expired 3/10. The owner will not return calls and the other employees can not assistance with this matter. The vehicle is now illegal and I am stuck with it. I have filled a complaint with the attorney generals office and the State Trooper office.
