How in the world is it possible for someone to steal a traveler's digital camera from their baggage?

This camera was a Christmas present from us to our son.

He packed it in his suitcase for his honeymoon only to find it gone (case still there) once they, him and his new wife, got to their destination in Costa Rica.

I did find the receipt so I am hoping this helps him to recoup the money we spent for the camera so that he may buy another one.

I just think how lousy service this is although I can think of many other names for such behavior from "baggage searchers".
