Never received 1000 rehabilitation on Choice Privileges!

I hired a card in West Palm Beach Florida May 2 - May 9 and was suppose to obtained INCH, 000 pts on my Decision Privileges. I've created a large number of calls to Business... Every time they guarantee me I'll obtain my details by early September. It's today Sept. Fifth and that I haven't gotten my details. I've quit 3 communications having a boss of the Business help-line, and also have not obtained a call-back. Super bad customer support.
