Ripoff! Dishonet pay-off amount never paid on my new vehicle after I cut a check for some of the upside down equity on my car!

On May 24, I purchased I a car from Don Mcgill Toyota here in Houston. I went back to them because that is where I had received my 2005 scion xb in 05. I felt the most comfortable with them. I go back to do a trade in and they tell me I am too upside in equity and I would have to put a substantial down payment amount down. Due to the circumstances I did just that. I put 5,000 down on the 16,495 that was still owed on the car, which left them with 11,495 to pay off on the car. I was told that they would cut a check to capitol one and the car would be paid off!

It is over a month later and now I have 2 car loans out there in my name because they have never paid off the amount still owed! They told me I was going to be financed through a place called CitiFinanial, I just found out 2 days ago that they have submitted me to over 10 finance companies and no one would take me because of the excessive car debt that is shown on my credit report. When I try to contact them they give me the run around or no one is there to answer my questions. I have done my part, so I would expect them to do the same! I keep getting denial letters from companies about loan applicatins I never filled out. They didnt have the deal sealed when I was there, now I am being punished for it. Due to the inquiries my score has dropped almost 50 points! They are full of shit and they are garbage. Not, to mention they have completely rude throughout the whole situation!
