Wheelchair vehicle purchase issue

I'm in a wheelchair and that I hired a car from avis about the 19 of march/July & after I visited obtain the car they'd nothing for me personally with no one assist me to obtain another vehicle. They contact me your day before to verify but nonetheless didn't had the vehicle... I waited like 4hr after which quit... And hired from another organization.
