On July 1 my infant daughter and I flew into Milwaukee, WI, and I rented a vehicle from Budget Rent A Car. On July 6 we arrived at Budget Rent A Car's parking gargage around 6:30 am, due to our flight leaving at 8:00 am.

The gentleman in the parking gargage asked if I wanted to charge the amount due, and I informed him that I wanted to pay cash. He informed me that I will need to go inside to the counter and pay. My infant and two bags in one arm and pulling two pieces of luggage behind me with the other arm I made it to the counter. There was a woman in her late thirties to early fourties working the counter. She informed me that I would need the exact change due to the manager not arriving yet with the change for the day. I counted my money in front of her and I paid $225.14. I had exactly 14 pennies in my purse and she made the comment how unusual that is to have the exact change to the penny. She then handed me a receipt printed from the computer. Without looking at the receipt I stuffed it in my luggage and left.

My daughter and I saw the lady from the counter again in the restroom around the corner from the counter in which I paid cash and the lady commented on how I had my hands full with an infant, bags, and luggage. Then we went to catch our flight.

On July 11 I received a call from an Ed in the Collections Dept. At Budget Rent A Car and he left a message stating that I did not return the vehicle I rented and he needed me to call back to let him know when I was planning on returning the vehicle.

I tried to call him back that evening around 9:00 pm and they closed around 8:00 pm. Then I called the next morning and left him a message explaining that I returned the vehicle on July 6th. Finally after a few days I was able to speak to him. Ed told me that he'd look into it and that this happens all the time because they rent out the vehicle before completing the paperwork from the previous rental customer. He said that the only way he'll contact me is if there's a problem.

After speaking to Ed I never heard back from him, so I thought everything was fine. On August 6 I opened my credit card bill and noticed that Budget Rent A Car charged my credit card on July 6 for $225.14, the same amount I paid them in cash. August 6th was a Sunday so I couldn't call Budget Rent A Car until the next morning. What was really strange is that first of all I paid cash and secondly there system was showing that on July 6th the vehicle was not returned.

On August 7 I spoke to Kathy in the customer service department. She asked me to fax her my receipt and I explained to her that I could not find it. She gave me the case #766250 and said she'll look into it and get back to me. I never heard back so I called again on August 15 and spoke to a Tan Sanders in the duplicate billing dept. And she also could not help me because the manager at rental location was still looking into the transaction. On August 16 I received a call from Brenda Evens and per the manager, Barbara at the Budget Rent A Car location, she said that I did not pay cash so she couldn't do anything, but she offered to put another call out to the Barbara to check again. Barbara called me and I explained everything that I just typed above and she said she has to check the cash log and she'll get back to me. I never heard back from her. I left a message for her to call me back on August 24th, 25th, and 28th and never received a call back.

Then I called the 4th Street location in Milwaukee, WI to see if I could get the name and number of the District Manager. Again I get a voice mail so I call the 4th Street location back and ask them to help me. I told them what happened and they were going to try and help.

Finally on Sepember 1 Lamar, the District Manager calls me back and stated that the receipt in their system shows only a credit card transaction, so even if I had my receipt I have no proof because it stated that it was a credit card trasaction. He told me that he cannot do anything.

With much frustration I was trying to get Lamar to understand that there was something very unusual with my entire transaction and that I was completely taken advantage of because I was very vulnerable the day I returned the vehicle due to having my hands full with an infant, bags, and luggage.
