Took my money and sent me an engine worth twenty dollars dishonest won't stand behind return policy and a ripoff

I sent A&L Auto parts In Holland IA 50642 Phone number 1-319-824-6686 $425 dollars for an motor advertised with 30,000 miles on it after it had been rebulit. Upon recieveing it, the motor had all parts missing that I told chad I needed on the motor. The motor was covered in oil, Oil everywhere A plastic bucket straped to it to catch the oil, Barb wire fenceing all over it to hold it to the pallet. I got it home and fully unwrapped it to find a big dent in the valve covers. The motor had never been overhauled it had the same factory bolts, nothing had been changed. I called him (chad) immediately, one hour after recieving it. He (chad) told me that I was not going to get all my money back. So I told him that I will call him tomorrow. I called him the very next day he (chad) told me that I was'nt going to get anything back. He basically stole my money. I am stuck with a 20 dollar motor that I paid four hundred and twenty five dollars for.
