E-Bay fraud Took 50% deposit and never delivered car!

I purchased a car from VWI in march '04. I paid the requested 50% deposit via Pay Pal and was promised a running and delivered car with in 45 days. 45 days came and went - with no explainations. Then the excuses started - after 60 days I traveled to California from Texas to meet the seller in person.

The car was not as described or expected - Joe (owner) was very convencing - So I gave him an additional 10 days to complete and deliver my car. On the 10th day I filed a claim with both e-bay and Pay Pal - but due to their 30 day rule - There was nothing they would help with. (Same with the Bank and CC company!)

On the 10th day I also sent an e-mail requesting a full refund and stating that I no longer would wait or except more excuses. Note: VWI had not even asked for my shipping address!

Promises to repay me came and went - 3 seperate Pay Pal "checks" bounced and to date I have not been able to get a refund. Phone #'s have been changed, they have moved shops, and will not return calls, e-mails, or letters.
