Sexual Harassment / Sexual Assault / Victim Blaming / Unethical

A married person very close to me was sexually harassed and sexually assaulted by a supervisor in Consumer Loans, as she is also an employee of NFCU. The report was turned into HR, and the victim was met with victim blaming, accused of lying, and accused of more or less "bringing it upon herself" because she was messaging with the supervisor. Of course she was - he was supposed to be acting as her "mentor," which NFCU pushes on their employees to network, engage, and mentor.
The actions and proof, including police reports, text messages, and direct messages, were also provided to the HR department, and it has been almost three months now with nothing being done. This place preaches all the typical HR messaging about how much they respect and protect their co-workers and "members." Not at all how she expected the "best employer in the area," or one of the "500 best companies to work for," to respond to such a traumatizing event. She is now seeing multiple therapists, counselors, and even a psychiatrist to treat several mental health diagnoses that resulted from this, for something Navy Federal acts like never happened.
Why would someone risk their entire career, and the chance of being hit with a felony perjury charge or a false police report charge, and cry sexual assault if it truly never happened? I've known this person for over 15 years, and I've never heard them speak of any similar instance in their life, so this surely doesn't seem like a "boy who cried wolf" circumstance.
