Ripoof racist rude staff evil owner mistreated and ripped off

Worst restaurant ever. Tried to get patio seating but patio was full. Was offered to be put on list but we declined and said we would sit in the bar area as that was the only space available.

No waitress in bar area and had to get menus from bar and order food at bar. Female bartender was rude and did not acknowledge us for 5-7 mintues and stated we had to open a tab to order food. We did not order any drinks but tab was still required for food.

Patio host comes back to tell us table is ready on patio. We tell him that we have already ordered and have a food tab at the bar and he can give the table to someone else on the list. Patio host (who was very nice) says that food we ordered can be served outside and tab can be transferred to new waitress. Host instructed us to tell bartender to transfer our tab outside and pick up credit card. We agree and proceed to patio.

When we attempt to transfer tab female bartender tells us that she already charged the card for food we ordered but had not yet received and that we would have to settle the tab at the bar. We are upset put agree to pay for food and move outside. Since female bartender did not provide and real service, we held our tip for the waitress who would serve us the rest of the night on the patio.

We are on patio eating and gentleman (the owner we found out later) comes up with credit card receipt and asks us out loud in front of other guests "What did my bartender do wrong? Why didn't you give her a tip?" We stated that bartender did not provide us with any service and our tip was going to our new waitress. He still insisted we give a tip to the bartender. We refused and he stated "I'll remember that next time you come in to my establishment." After that we were very upset and asked the waitress who he was, and she began to yell at us stating that he was the owner and he could say or do what he wanted. Drinks we had ordered at the start of the meal we delivered we received after we were done. Our patio waitress provided no service and fortunately an Asian waiter was kind enough to clear our plates even though it wasn't his table. We stormed out vey upset at this poorly run, piece of junk restaurant.

I can not believe the owner would treat customers this way. I own my own business and know how to treat people. I met a number of people in Portland and many of them have sworn not to back to tha crappy place. To all the staff and management at the 21st Ave bar and Grill: SCREW YOU!!!
