Applebees complaint about food and service - Paste Dish and Rice Dish

On 1/01 myself and boyfriend visited the Applebees in Tappahannock, Va. And both of us were disappointed with the service. We had water to drink but no one returned to the table to refill our glass and we felt like we waited a long period for our food, we order the 2 for $24 and was not impressed at all. When we did get our food the paste was floating in butter and my boyfriends was just plain decussing. We are not people who complain but after that meal it was very upsetting.
