Ripoff, deceptive lying, mail fraud, credit card fraud

I was called on my cell phone on August 16 & was guaranteed a VISA Card if I had them take $199.95 out of my checking account. I was told that I had 3 days to cancel this offer which was supposed to be guaranteed.

I called to cancel on August 18 and spoke to J.J. I followed all of her directions including using the appropriate mailing address. The request was returned to me on August 23 with address unknown stamped by the Post Office on it.

The website address along with the code they gave me (for the guaranteed refund) was not able to be accessed by me. I have saved all info that was returned by the Post Office.

On September 9 I recieved a welcome letter from Encore Financial Resources (not Services) which had absolutely no reference to the VISA Card I was guaranteed over the phone.

I tried to use the Website Login & Password which was printed on the letter from Encore Financial Resources and again they were not accessable.

I have written and called many, many times and there is never a response or answer. This is an absolute crime that companies can do things such as Encore has done to me.
