Rip-Off promissed me a credit card. Did not get it. Promissed me that they will not charge me $199.95 fee after I decided to cancel their service. Guess what, they did

I was contacted by Encore Financial Resources by the phone in the beginning of August. The representative promissed me a credit card, all I had to do is pay one time $199.95 fee. I agreed because I wanted a credit card. After everything was confirmed and I gave them my account information he told me that I can go to their website and choose what credit card I wanted. Next day when I accessed their web site, I realized that I did not get a credit card. I had to apply and pay them another fee to get a credit card. Same day I called Encore and told them that I changed my mind. The representative told me that I had 3 days to change my mind but I can't cancel the service over the phone I had to send them a letter. She promissed me that I will not be charged $199.95 fee. Same day I went to the post office and sent them a certified letter, I still have proof from the post office that I sent this letter. One month later, I was charge by Encore $199.95. I called my bank and they stopped the payment and any further payment from this company.
