Big rip off

I received a letter for a credit card with a 5,000.00 dollar limit. The only thing i had to do is send them 39.00 dollars. Well i did recieve a credit card for 5,000.00 dollars but you only can use it to order items from their catalog. And guess what else you have to put a huge down payment on the merchandise with a money order or check, and plus you have to pay for shipping and handling. They give you no phone number to reach them or email address. Just a mailing address. If any one knows how a person can get their money back please
