Rip-off of $299.50! Broken promises! They never answer their phone now either

I was contacted on the internet and promised a mastercard within 21 work days of my paying them $299.50 as a service to receive the card in the mail. They gave me their phone number to reach them if there ever was a problem too and they never answer their phone calls. I have never received the mastercard credit card and it has been 30 business days since they took their money directly out of my checking account.
