Liberty Benefits Package LLC "NEED TO PAY BACK"

I received this yellow flyer and called them around the first of October. They said I would have it within 30 days. Then I called them back in November and they said it would be the middle of december because everything was backed up because of the september 11 terror. I called them again december 5th and they said it would be here december 19th. If not call her back and let her know. So I called back there was no answer but a recorded couple of letter junk. Is there any way these people can be tracked and made pay everyone back they have scammed?
