PowerPay is ntentionally maintaining what concerning the "individual promise" from the chargeback program clarification on the site, since PowerPay doesn't need the potential retailers to understand that whatever the results of the chargeback procedure, PowerPay will require the vendor's cash anyhow. That's how they intend to make use of the "individual promise", but PowerPay never shows the vendor.
