Ripped Off Unauthorized debits from checking account

I received a call from Guardian Financial Benefit Services. They said I had been approved for a MasterCard with a $2000 limit, 0% interest for 3 yrs, and would be increased to $6000 within 6 months if all payments were on time. After the 0% interest period was over the interest would be no more than 8% EVER! They just needed some personal information and $249.00. They also asked if I was interested in obtaining long distance service.

I agreed to pay the $249.00 to obtain the MasterCard due to poor credit. I did not agreed to purchase the long distance service, but they debited $59.95 from my checking account anyway. When I called and tried to cancel they would not refund my money.

One week ago, I received a package from this company with a bunch of coupons... No MasterCard. When I called the company to inquire about the MasterCard they were rude to me and have since blocked my home phone number.
