Rip-off! Not paying to repair full damaged roof claim!

My roof was damaged by 2" hail stones on August 27. My insurance adjuster came and said that only the top layer of shingles were damaged so that was all that would be paid for.interesting theory since the houses on both sides of me and the houses around us have all needed to have all the shingles removed and the plywood sheeting replaced. I have called the company and they are very stuburn to deal with, I received only $1600 of the $3800 replacement cost! I strongly discourage using this insurance company!
