Won't file a dispute on a unauthorized purchase amount on credit debit card!

Will not follow federal laws in trying to get a dispute open up on on a wrong item rec no recipt never personally signed. Wrong amount charged on debit card as a credit using debit card as a purchase. Phone order told 169.00 biled 511.45 nobody at one nv refuses to lie paper work bedstriken can't go on bank. Wife filled 2 affidavits sent Liz manager over 7 emails with entire story. Purchased 8 4 2012 filed dispute 8 12 2012 aprox, showed proof item went back to Nike town ny ny. Out monies. Got nothing credit union refuses to do anything. Refuses to follow the federal dispute banking credit dispute laws joe sue langnes. Need help to get dispute started they got license to steal. Laugh if you can't eat. Please help las Vegas nv 89122 got entire emails affidavits return never signed e mail int no where I agreed 511 45.
