Credit card fraudulent billing of checking account

I was contacted by Rx Financial over the phone and was guaranteed a $10,000 Visa or Mastercard of my choice. I was told I would receive a package and a card and a $250 shopping spree on them and could cancel at any time if not satisfied.

I was asked permission to record the phone call and they wanted to debit my checking account for $219 prior to receiving the package. I scheduled payment on 4th of September.

I phoned Rx Financial inquiring about the package and credit card as was told it would take 2 to 4 weeks for the package to get here. My account had been billed on September 3 and not September 4.

I received the package containing a cd, book, certificate for shopping spree and no credit card. My account is currently overdrawn and I am on a limited income.

Rx Financial is a ripoff and credit card fraud!!!
Please help, what can I do?
