Ive never been reimbursed the $69, and Ive tried everything I know to try to get it back

I requested a FlexCard and was authorized for $300. I settled the $69 charge and not received my card which was designed to get to 10-14 business days. I attempted to email them on Dec. 30th and got an email back having said that my email couldnt be shipped because of FlexCard questioning the e-mail. Ive never been repaid the $69, and Ive tried anything I understand to try and have it back.
