Ripoff induced phone payment by promising to waive $12 fee then charged fee

Aspire called seeking payment by phone and induced payment by this method by offering to waive the $12 fee, so agreed. When $12 fee appeared on the next bill, I complained in writing and was promised I would hear back with an answer in 2-3 days.
Weeks have passed and I get many harrassing phone calls daily seeking payment of the bill with the fraudulent $12 fee even though I tell the Aspire reps that I filed a written complaint and am awaiting the results of that.
