Banking Fees

I was changed a 3$ fee for inquiring my account balance, at the Citizens bank ATM, at my branch. If i do not want to be charged a fee, i would have to either withdraw money or deposit money into my account and the reciept will reflect my new balance. This seem to me to be a form of extortion.in order to find out how much money I have before i withdraw I will be charged a fee and that will lower my balance and limit the amount of money i can withdraw. This is outrageous!!
