Ripoff-fraud promised an unsecured credit card for 299.00 and no card

We received a phone call saying that we could get and unsecured credit card for only 299.00. They said they would send a paper for us to sign and a fee of 37.00. So now they have my money and no credit card. It has been four months and still nothing. I tried the 800 number to contact them and the number will not ring in.

They did offer me a refund a month or so ago but we wanted credit card and said we would wait, but still never received anything and they have my money and I want it back.
