Major Rip Off, Didn't sign up for the card and they still are charging my card

This company sent my fiance a card in the mail about being pre-approved. He checked out their website and saw that you had to purchase things from their sight instead of it being an actual credit card it was only for their sight. He threw the card away but these people keep deducting $14.95 from our debit cards. I think this is a major scam to rip people off.
