Ripoff, credit card fraud

In May I was contacted by Dominion Financial stating I am eligible for a $2500.00 credit card for a one time fee of $279.00

After they recieved my money I recieved a package from them that stated I had to pay an additional $39.95 to process my card.

I called the company to ask about this other fee. They told me I had to pay the prcessing fee then put money into it to load it.

I called several times, even listened to the recording of our conversation. I told them I was never informed that this had to be loaded for me to use it.

I am trying to restablish my credit and now I'm out $279.00 and they refuse to refund my money. I have made a complaint with the BBB.

They BBB has tried numerous times to contact the company with no response from them.

I don't know how to proceed with this problem. I cannot afford to be ripped off. Our finances are very tight and we simply are too broke to have this happen.

Please tell me what the next step should be. I don't know where to turn for help.
