Ripoff lowered my credit limit based on my spending habits!

I recieved an offer a few weeks ago through the mail that I was approved for a "Gold" Visa card with a credit limit up to $3,250. However, when I received the card I was approved for only $1,750 and then was told that only half of that amount would be available to me. The rest would become available on the first day of the month following the end of my second billing cycle. Then, I found out that they actually lowered my credit limit from the $875 (which was already half of the credit limit that I was suppose to have) to $650 based on my spending habits! I have never heard of such a thing! This is absurd! I am contacting the FTC about this!
