Problems with Cashing a Government Check

I am delivered a government check regular from DCSE; on Friday 2-10-12 there is a quick plan change. I am organized in-line for moments and was informed by Wells fargo supervisor that by last month their plan was transformed so far as cashing my check. 8 weeks before I'd not a problem cashing the check, this month a big change? I had been informed from the supervisor that, "you have to start a merchant account with Wells Fargo so that I'll not need togo through this wait of flash-publishing." Government doesn't require Wells Fargois title on our checks given that they have created it difficult for momis to cash their inspections, ladies have kids to aid and also you have managed to get a plan to start a merchant account first? I find this to become an outrage...
