Ripoffed off money for goverment grants

This company ran and add in newspaper for goverment grants
they had a web page and i looked it up.
Instead of giving money over internet, i took application
off computor to send money for the material on the grants.
It has been 2 months haven't heard anything and have not
received anything. Wrote them two letters. So what they have done is stole my money. I want them to pay for that by reporting them
