Ripoff

I recieved a notice in the mail about 2 months ago from this company stating that I can am approved for this card which has a 10,000 credit line on it with no interest and you don't have to have bank account and bad credit but you have to pay a small fee of 39.00. It has been 2 months since I gave them my money and they still haven't sent me anything. I have contacted the BBB and they are a company under the BBB. The BBB told me not to do anything until about 3 weeks. It has been 4 almost five weeks since sent me that email and nothing has happen. What can i do before i loose my mind.
