I have paid off my car loan and PNC will NOT release the title - Auto Laon

I paid off my car loan 3 weeks ago. I paid a man over the phone who promptly took $547 out of my checking account and promised me a lien release and title as soon as the money cleared. It has been three weeks since the money cleared my account and he will not give me a lien release for my car. When I call customer service, everyone is rude and nasty to me. They all say they have no record of me even having a car loan. I ask to speak with their supervisor and they refuse to put a supervisor on the phone.
