Citi Cards Driver's Edge Card RIPOFF Unprofessional and unethical business practices

In November I paid my balance in full to Citibank. I later realized I over paid them. I had a credit of $59.27. I called them every week since December and was told the same thing, "the check is in the mail".
On March 3 I called and was told I had no credit due me. I spoke to several employee's and finally spoke to a manager in collections, this person was very rude. I then requested to speak to her supervisor. I told him that if I owed them money they would want it or report me to the credit agencies, and that I want the extra money I sent them back. He told me they did not owe me anything and hung up the phone.
On March 9 I received a bill from Citbank for $37.26, with a rate of 27.990% interest. The bill was dated 12/22/03, stating late fees for October. I have not been late with payments.
I called and was told I have a zero balance. I hope so, I would hate to find out later that I've be charged loan shark interest rates on a balance I am not suppose to have.
I have paid them $5303.49 in two years and they act as if they are mad that I paid them out. They are trying to mess up my credit. They don't have to ever worry about me with a card from them ever again.
