Not transferring funds

I've requested Take-Charge to move my IRA rollover bill (TCQ-002070) to a different company plus they haven't complied with my request. ICMA RC has delivered three characters for them, from January so that as of 7/12 this move hasn't been finished. I've certification of several emails and telephone calls for them however they aren't functioning on my request. Our bill has decresed since Jan and that I need instant action taken. Please help me in processing the correct certified.
