Walmart green dot card blocked me from using my own money and me and my kids were stuck out of town

Walmart money card put a block on my card because I had a refund in the amount of 600.00 posted back to my card. They stated they needed a receipt showing the refund. I told them I was out of town and I did not have access to the info and I needed to use my card to get gas and food so me and my kids can get home. They still would not lift the block. I had over 1000 dollars on my card before the refund of the 600.00 and they would not let me have access to it.

I verified all the information on the acct including my identity and they still would not take the block off so I could use my own money. It is a debit prepaid card and I still can not use my card and I need to pay bills and get food for my kids. I had to borrow money to get back home from Out of Town. I have never heard of any financial institution doing this in all my 30 plus years. This is crazy and me and my family are suffering from it.
