Business solicitations on residential phone

Attempted promoting company loans in my experience on my own cell phone. Manager stated his title was Mr. Williams. This may be the second-time in 14 days that I talked to him. He said they just contact company figures therefore telemarketing regulations don't affect them. They aren't necessary to possess a DoN't Call plan he said. Why not??? They keep calling a residential quantity.
