Refusal to repay money loaned, threatening behavior, credit card debt

Joe Hewitt and I had a credit card together and he used it liberally leaving me all the debts to pay, which I did. He also borrowed over 4,000 dollars from me over two years and promised repayment. He did pay some back, but when I tried to get loan money due, he had state police friends threaten me with harassment if I tried to contact him. I want my money back. As a very close friend, I did not doubt he would repay me. He never did. His wife made threats against me and made it impossible to contact him. He is a philanderer and a thief. I did not go to court to spare our children embarrassment. His income source is disability and his wife, but he did have money from settlement and inheritance to pay me and he started to, and then stopped.
