Fraudulant debt claim

I received a letter from Capital Management Services, LP reporting a delinquent debt of $1895.79. They listed a Current Creditor as Atlantic Credit & Finance and a Previous Creditor as HSBC. I called them to dispute the debt and they HAD THE LAST FOUR OF MY SOCIAL SECURITY NUMBER! I ran a credit check and none of the reports showed any delinquent or late payments. It did show an account with HSBC that was closed by the customer in 2006. My Credit Report indicated I have an "Excellent" credit rating.

I wrote Capital Management Services a letter and gave them the results of my search and asked them NOT to contact me by phone, send me verification of the debt, any judgment verification and information on the original creditor so I could resolve the dispute with them.

In the original letter they were "offering" to settle the debt with a 50% payment to be sent to their office. They have called several times (I did not answer). They have sent me another "offer" to settle the debt with a 40% payment. I have not received the information I requested in writing.

This is obviously a scam but I cannot afford to hire an attorney to settle it. Can anyone offer advise?
