Ripoff collects but where did the money go?

When Capital Management Services, Inc. Acquired my old Providian account from another collection agency they attempted to make me pay the entire debt all over again.
After making numerous complaints over a long period of time, I was finally offered a settlement which was approximately the actual remaining balance acquired from the previous company.

I agreed to settle this debt and paid the settlement amount in three payments per a written agreement that Capital Management Services, Inc. Sent me via email. When the final check cleared, I requested proof of "Settlement In Full" from CMS, Inc. For this account. That was back in June, and to date I have not heard from them, but, that is not the end of the story.

Yesterday I received several calls at work, at home and on my cell phone from a new company that is trying to collect this debt again, IN FULL for the original balance plus five years worth of fees! The new company claims they have no record that this debt had been settled, which is basically the same problem I had when CMS, Inc. Picked up the account. Moreover, the new collection company has informed me they will continue to harass me until I either pay the debt or provide proof that the debt had been settled, which, of course, I can't seem to get from Capital management Services, Inc. To make matters even worse, I cannot obtain ANY information from Providian-the original creditor-because the account is no longer on their system. To date, I have paid more than the original balance, with no apparent end in sight.
