Did not pay for home modifications needed

Our 75-year old parents have now been spending $204.00 per month since beleiving they might get home adjustments once they required it (the only real bathrooms are upstairs). I submitted the first state March 15, they've delayed until April 26, once they stated the state was authorized, and also the check was within the email.
